National Center for Public Sector Innovation

  Innovation Impact Scaling

The NCPSI has recruited a variety of public sector/private non-profit professionals to serve as volunteer Innovation Impact Scalers.  If requested by the applicant, volunteers will independently assign a numerical value as a commentary on the level of public impact anticipated as the result of the applicant's innovation.  Each innovation may be "scaled" by up to three (3) public sector professionals and their values will be averaged together for a common score.

Applicant innovations will be scaled within ten (10) business days.  Scores are not to be used as a comparison ranking of quality or benefit.  They are commentaries on how your public sector peers perceive the impact value of your creative concept.

Innovation Impact Scaling Areas

1. Customer/Clients Served
2. Financial Cost/Benefits
3. Replication Potential
4. Inclusion (No One Goes It Alone)

Innovation Impact Scaling Areas Defined

Customers Served
Innovations will be Impact Scaled in relation to their service involvement effect, and influence on people.  As you prepare your innovation registration to NCPSI.com, make sure you spend adequate time addressing the customers served aspect.  This may be accomplished in the form of cost-per-person, cost- benefit comparison, or other people/organizations assisted information. Discussion regarding actual target groups served based on planned numbers may be another Customers Served reportable approach.

Financials
The Financials Impact Scale Area is intended to consider the total price-tag of a specific innovation.  Where did the funding come from?  Was it locally raised or did a governmental department award a special grant for the innovation?  These are  applicable questions and measurement points for Impact Scaling.  Again, be sure to take adequate Innovation Registration time in addressing this area and don’t forget to cover any and all “creative finance” aspects of your NCPSI submission.

Replication
One of the most significant Impact Scaling areas is that of innovation replication.    If a particular public sector innovation is implemented and works tremendously in one specific geographic or organizational structure but is nearly impossible to replicate elsewhere, its impact value could be relatively low.  NCPSI’s volunteer Impact Scaling panel will be encouraged by each innovation registrants responses to this criteria.  The nation is craving progressive, straight-forward and replicable public sector innovations which will continue to improve service to our public.

Inclusion
The NCPSI believes more today than ever before, that the greatest public sector   innovations come in the form of multi-organizational initiatives.  Inclusion of different partners in an innovation is critical to its customer service, financial and replication success.  The comment “that no one goes it alone” could never be more profound than in delivering today’s public sector programs and services.  The roles and contributions of each partner can never be considered too large or too small…each can add value to a quality public sector innovation.

Impact Scaling represents an exclusive NCPSI membership benefit.  You can also request to become an Impact Scaler.  Put in your request and credentials…this is a great way to help influence and watch the system grow.
